PM & EN Construction Management Office is built on a foundation of over four decades of hands-on experience in project engineering and construction management across some of the most demanding project environments in the Middle East, North Africa, and beyond.
The professional journey behind PM & EN began in 1986, with direct involvement in large-scale construction and project engineering roles carried out in collaboration with internationally renowned contractors. Throughout this period — spanning nearly three decades of professional practice before the firm's founding — the work was conducted at the highest level, covering design coordination, project engineering, site management, quality control, and construction supervision for leading international firms including ENKA.
The breadth of that experience is reflected in the range of reference projects completed across multiple sectors and countries: from the Ras Lanuf New Town and Benghazi large-scale housing developments in Libya, to the Oued Athmania Dam and Water Treatment Plant in Algeria, and the Blue City mixed-use development in the Sultanate of Oman — each representing a distinct environment, scale, and technical challenge.
