PM & EN Construction Management Office is built on a foundation of over four decades of hands-on experience in project engineering and construction management across some of the most demanding project environments in the Middle East, North Africa, and beyond.
The professional journey behind PM & EN began in 1986, with direct involvement in large-scale construction and project engineering roles carried out in collaboration with internationally renowned contractors. Throughout this period, spanning nearly three decades of professional practice before the firm's founding, the work was conducted at the highest level, covering design coordination, project engineering, site management, quality control, and construction supervision for leading international firms including ENKA.
The breadth of that experience is reflected in the range of reference projects completed across multiple sectors and countries: from the Ras Lanuf New Town and Benghazi large-scale housing developments in Libya, to the Oued Athmania Dam and Water Treatment Plant in Algeria, and the Blue City mixed-use development in the Sultanate of Oman, each representing a distinct environment, scale, and technical challenge.

PM & EN — an independent practice since 2015
In 2015, this accumulated expertise was channelled into the establishment of PM & EN as an independent construction management company. Since its founding, PM & EN has operated simultaneously on two fronts: direct construction project execution and professional construction management office services, a dual capability that distinguishes the firm from conventional consulting practices.
What sets PM & EN apart is the combination of deep site-level experience and senior management discipline brought to every engagement. Whether executing a project directly or providing the full spectrum of project management, engineering supervision, document control, and contract administration services on behalf of clients and employers, PM & EN applies the same rigour and accountability developed over decades in the field.
This approach is particularly suited to complex, multi-stakeholder infrastructure projects in challenging geographies, exactly the kind of work that has defined PM & EN's track record since the very beginning of its professional practice in 1986.
Since 2015, PM & EN's own company portfolio includes direct construction contracts delivered under its own name, as well as the growing pipeline of construction management and engineering supervision assignments now active in Libya.

Today, PM & EN is actively engaged in two major infrastructure assignments in Libya: the Zliten Wastewater Treatment Plant (30,000 m³/day, under the Housing and Infrastructure Board) and the Jalu – Abu Zureiq – Al-Kufra Road (124.88 km across two packages, commissioned by the National Development Agency), continuing a track record built over nearly forty years across three continents.
